Standard Operating Procedure for Registration of Producers through the Online Portal under Battery Waste Management Rules, 2022

The Ministry of Environment, Forest, and Climate Change notified the Battery Waste Management (BWM) Rules on 22nd August 2022, mandating that all battery producers and manufacturers register with the Central Pollution Control Board (CPCB) via its online centralized portal.
As per Rule 4(1), Producers have an Extended Producer Responsibility (EPR) to ensure the recycling or refurbishing of the batteries they introduce into the market. This requires Producers to obtain EPR certificates from certified recyclers in proportion to the quantity of waste batteries they recycle.
This Standard Operating Procedure (SOP) outlines the registration process for battery Producers and manufacturers under the BWM Rules, 2022.
2.1 Applicability of SOP
This SOP applies to all Producers (Manufacturers, Importers) required to register with CPCB, submit an EPR Plan, and file Annual Returns.

- Applications under process shall follow this SOP.
2.2 Procedure for Signing Up
To submit a registration application, Producers must generate login credentials via the online portal.

Upon submitting the sign-up form, an OTP will be sent to the registered mobile number for verification.
2.3 Submission of Application
After account creation, the applicant can log in and initiate the registration process.

- Consent from SPCB/PCC under Air & Water Act
- Import Export Certificate (if applicable)

2.4.1 Recycling Targets
Recycling targets are auto-generated upon application submission, based on sales data and material composition.
2.4.2 Daily Sales Data
Producers must update daily sales details, including date, brand, battery type, and invoice uploads.
2.4.3 Compliance and Monitoring
- Producers must submit quarterly reports detailing compliance with EPR targets.
- Real-time monitoring and audits may be conducted by CPCB to verify compliance.
- Non-compliance will result in penalties and potential suspension of registration.

- The renewal fee is the same as the registration fee.
- Payments must be made online via the portal.
4.0 Processing of Application
- Applications are processed within 15 working days.
- Incomplete applications will be returned for corrections.
- False or misleading applications will be rejected and the fee forfeited.
- Approved applications will receive a digital registration certificate via the portal.
- Producers must undergo periodic audits and verifications to ensure compliance.
5.0 Renewal of Registration
- Producers must apply for renewal 60 days before expiry.
- Annual Returns must be filed before June 30th each year.
- CPCB may conduct audits before renewal.
- Renewed registration is valid for 5 years.
- Failure to renew on time may lead to temporary suspension of business activities.
6.0 Conditions of Registration
- No business operations without CPCB registration.
- Only registered entities may participate in EPR activities.
- Non-compliance or false information will result in revocation of registration.
- Annual EPR targets must be met as per BWM Rules, 2022.
- Regular audits and reporting are mandatory to maintain compliance.
7.0 Cancellation of Registration
- Registration may be canceled if documents are found to be false.
- CPCB may impose Environmental Compensation for violations.
- The entity will be given 15 days for appeal before cancellation.
- Repeat violations may lead to blacklisting from future registrations.
