Guide to Producer/Manufacturer Registration under Battery Waste Management Rules, 2022

The Ministry of Environment, Forest, and Climate Change (MoEFCC) notified the
Battery Waste Management (BWM) Rules, 2022 on August 22, 2022.
As per these rules, all producers and manufacturers of batteries are required
to register with the Central Pollution Control Board (CPCB) via an
online centralized portal.
This guide provides step-by-step instructions for producers and manufacturers to complete
their registration through the CPCB online portal.
Step 1: Sign-Up Procedure
- Visit the CPCB Online Portal and click on “Create Account”.
- Select Applicant Type:
- Producer / Importer / Manufacturer / Recycler / Refurbisher
- Enter Company Details:
- Company Name, Trade Name (as per GST), Type of Business (Private/Public/Proprietorship, etc.), State/UT, Registered Address, District, Pin Code, PAN, CIN
- Enter Authorized Person Details:
- Name, Designation, Mobile Number, PAN, Aadhaar Number
- Create Login Credentials:
- Email ID of the Authorized Person, Password, Confirm Password
Step 2: Filling the Application Form
Once signed up, log in to your dashboard and click on “Initiate Registration”
to begin filling out the application form.
PART A: General Information
- Auto-fetched details: Company name, Registered address, Authorized person details
- Additional information: Website address, Branch address (editable)
PART B: Battery Type & Brand
- Click “Add Data” to enter details
- Select Producer type (out of 18 categories)
- Select Battery type (out of 7 categories)
- Select Battery composition (out of 5 categories)
- Enter Battery Brand Name
- Enter HSN Code
PART C: Sales Data
- Click “Add Data” to enter sales details
- Select Sales Year from the dropdown
- Select Battery Type & Composition
- Enter Quantity Sold (in kg)
- Upload Self-declaration of year-wise sales data
PART D: Battery Material Details
- Click “Add Data” to input battery composition
- Enter percentage of materials present in the battery
- If different battery chemistries exist, provide an average percentage
PART E: Upload Documents
Upload PDF copies of the following documents:
- GST Certificate
- PAN Card (Company)
- CIN Certificate
- TIN Number
- Consent under Air/Water Act & Authorization under Hazardous Waste Rules (if applicable)
- District Industries Center (DIC) Registration Certificate
- Import Export Certificate (IEC) (for importers)
PART F: Confirmation & Payment
- Select Declaration Checkbox
- Upload GSTR9 / Balance Sheet (as per turnover of previous financial year)
- Click “Confirm & Initiate Payment”
- Proceed to Fee Payment
Step 3: Recycling Targets
- Once the application is submitted, Battery Constituent Wise Recycling Targets are auto-generated
- Based on:
- Battery Collection Targets Data
- Percentage of Battery Material Composition
- Recycling targets can be accessed from the Dashboard
Step 4: Daily Sales Data Submission
- Click “Add Data” to enter daily sales details
- Select Date of Sales
- Select Producer Type
- Select Battery Type & Composition
- Enter Brand Name
- If battery is sold in equipment, mention Equipment Type (e.g., mobile phone, EV car); otherwise, enter “NA”
- Enter Quantity Sold (in numbers & kg)
- Upload Invoice of Transaction
